Is it Really Free? Wells Fargo International Wire Transfer Fees

I'm particularly fascinated in understanding the process behind those verification requests. Are they truly necessary per transfer, or are there times when they can be skipped, and if so, what's the rationale for that? I want to know how much of my money is being spent on needless verification footstep.
